Are you talking about Empire Total War ? I'm guessing you are anyway if it helps, for M2:TW there is a Flanders in a couple of mods out there, Check the downloads section and also the downloads section at www.twcenter.net.

If you want to play the war with Holland, try Victoria by Paradoxx Games, it's great. I have'nt followed Empire: Total War too closely so I don't know if that reaches 1830s.
