I know scottish history a bit but I don't know its regime nowadays.
Could someone tell me if UK law allows one of countries (for example Scotland) on leaving rest of countries and establish independent state.
What is union beetwen England and Scotland now?

The Union is still in effect as it has been since 1707. Scotland does have its own parliament, but its power is limilited and it can't influence some decisions for example foreign policy.

Right now the Scottish National Party have gained power in a minority government (it's a PR system). They want to hold a referendum on independance, but lack the 50% needed to lauch one. Right now such a referendum would not succeed in Scotland.
