You should destroy all governments when you take a settlement, then build your own. Of course, nobody if forcing you to do so, but it is considered a cheat.

Actually, I wanted to ask a related question. Most times, when you capture a city the existing government(s) will be 100% damaged (and unrepairable). And they will have no effect on order, growth rate etc.
But once in a while, I capture cities where the government present does not become damaged, and actually gives the effects on order, growth rate etc. - and that's even when it is a type of government you cannot ever build with the faction you are playing. Like, Romans capturing a city with Hellenic klerouchy. Why does that happen?

The script doesn't damage the government in every single way of taking a city, only when you 'conquer' it. In case like when you wait out the seige and take the town without a fight, the government won't be damaged since the script doesn't see that as 'conquering' the town. Destroy the enemy government anyways.

Alright, thanks. I usually destroyed them right away anyway. Gotta have some good old fashioned carnage and destroy half the buildings when you capture a city from filthy faction XYZ.

What if you lose one of your own cities and then re-conquer it later? Should I repair my government or can I leave it damaged? Or should I destroy it and rebuild it?

The advice thing to do in this case used to be to destroy enemy governments and repair your own, if you built it. However, if the AI has damaged your government and spawned a government, destroying theirs and repairing your own can result in an end turn CTD. I rarely loose settlments, but when I do, I just tear down all government buildings and start over from scratch to avoid any chance of this crash. (If you do encounter this crash, once you restart the game, and if you start from the autosave [or some save after the point you destroyed all but your own government], ending turn should work fine this time.)

Yep, this happened to me yesterday. Taras was conquered and the Romans built one of their gov1 buildings. After rebelling to Epiros (thanks to my spy), I destroyed that gov1 and gave the order to repair the Epirote gov2. ... CTD after hitting the turn next button. Reloaded, destroyed my building, and built via "process_cq" cheat both a provisional gov and the gov2. No CTD. I'm happy and the Taratines too ... ;-)
