MONEY and a new board room HR policies

In the resent wave of corporate scandals I decided to investigate a new board room HR policies. Everyone knows you need to put a talented governor in your provinces, but there is a real shortage of talent especially on Expert. That is exactly the opposite for the AI, which has abundance of talent. So I started searching for talent in the rebel and enemy provinces. It does pay off handsomely in just a few turns! E.g. In Sicily I bought Machiavelli with acumen of 8!!! plus in the same batch 2 other top managers of 7. In Ireland I bought 3 managers of level 6. Up to this point I didn’t had a single governor with more then 4. Of course some time they ask for a price way above your bank account, then I invade and fight a battle and keep my fingers crossed that I don’t kill the managers I invaded for. So don’t kill the rebels. After defeat the price drops significantly. Emissary’s of high valour help a lot as well, since they negotiate the price down. Send 2 or 3 Emissary’s on a single target.
