Is it possible to make alliances unbreakable?

Nope!

The game is just that; total war. You can try as hard as you like, there is no way to have a permanent alliance. You can have a good 'non-attack-pact' if you take the super-faction way though. And scripts can help a bit, though they can't do miracles with this engine.

Actually SPQR can have a perm allience with Rebels and Carthage...as long as when you're the last 2 left you dont attack. I've had it happen once, but I decided to break it.
