Client ruler sallying

I downloaded the fix which allows client rulers to sally out of a city under siege and attack the besieging army. However after I did everything I was supposed to my client rulers are still unable to leave the city, this is kinda annoying since it means a lot of the time I have to wait the the army to either directly assault the city or just leave.

Possibly it was winter or the general had other movement reducing traits?

You can further reduce the movement penalty too, if you like. It's this trait:

Nope, it was summer and it is the same story with all other client rulers as well
