Hello,
I'm playing with the roman faction. The year is 209 BC and the romans carry out all the requirements to upgrade the MICs to the next level (from camilian to polyvian). The systems inform me that the Polybian reform is available and I destroy the first Mic to make the reform. However the reforms not happened. I don’t know why? Nobody can help me, please?

With a pop up and after destroyed the first mic, nothing happen. I saw all the Mic´s to check if the news mics was available but nothing have changed.
Aha, never had a pop up on the Reforms before.
When you have destroyed your MIC there should be a new level I MIC available to be built regardless of the Reforms. The old MICs are not affected by reforms and need to be upgraded. Afterwards the new units should be available in the upgraded MICs only.

When you get the reforms, you will get a 'building' place in your Italian town that simply says 'Polybian Era'. When this happens, all you need to do is upgrade your factional MICs in those towns (you don't need to destroy them, even at the highest level they will be upgradable). Once the MICs are upgraded, you will get new units and loose the Camilian units.
