In EB are there any units that cannot be recruited by any faction with either regional or factional MICs and can only be hired as mercenaries? Like Turcopoles and Almogovars in the original Medieval: Total war?

afaik, no, there aren't. All units should be recruitable by someone in someway (with factional or regional MICs)

There are many units that are recruitable for few or only one faction that are mercenaries for everyone, but I cannot think of any that are only mercenaries. I can think of two different units that were at one point planned to be just mercenaries, but I don't think either are in game yet.

Have you gotten very many requests to insert such units? It seems like it would be a pretty cool feature.

Well, most of the units that would make good rare mercenaries would originate with some culture and not just exsist as a merc. Say there is an awesome mercenary from Germania. This unit might be made as a mercernary, but since he lived in Germania, he is also on the Sweboz recruitment list.

aren't the Thraikioi Peltastai one of these units. Becuase only Makedon and the Getai can train them if i'm correct.

There are several units that are much more common as mercenaries than as factional units (Various Gallic swordsmen around the Mediterrean, Cretan archers) but of course, if a region has good soldiers, a faction that conquers this region tries to take advantage of this.

I think that historically there would be military units that would only fight as mercenaries, like certain groups of raiders or pirates.

There are some groups that would only fight a mercenaries, but not for everyone. There are some units in EB that should be mercenaries but are instead factional units because they would only fight for their own culture and friends to their culture, for example.

Thats true, but there would be several historical groups of mercenaries who if they fought for any faction as soldiers (as in those that are represented in EB as factional or regional troops) it would only be for civilizations that are not among the 18 factions in Europa Barbarorum. Of course there are probably other factions that they would not even fight for as paid mercenaries which brings me to my next point- In EB are the available mercenaries based soley upon the current territory in which the general stands or does that general's faction also enter the equation?

Mercenaries are based on province only. If any general from any faction stands in a particular province, they will get the same selection of mercenaries. Everyone gets every mercenary.

Thats kinda dissappointing. By the way I thought of a good Mercenary only unit- The Mamertines. They started out as a group of Campanian mercenaries and not only were they historical but they also basically single-handedly sparked the first punic war.
