another post on the pahlavas :D
started a campaign with them,captured a city in the north of the starting position,migrated,but didn`t get pastoralism
is there a catch or the city is doomed to stay on horsebacks?
please do not send to building tree,it is not idiot proof

There are certain places(the deep steppes) where only nomadism is available, while sometimes both pastoralism and nomadism are available. In other places, only pastoralism is available, while in all the rest of the map it's nomadic allied states.

There's a map of this somewhere. Too lazy to find it, sorry.

There is indeed a map of available governments, depending on region, but I cannot find it either, so I'll break it down here:

Dahyu Alanna
Saka Yabgu
Dahyu Mazsakata
Dahyu Aursa
Dahyu Yazyga
Dahyu Roxsalanna

This is how the current draft looks like; This may change in the future, but around these areas one could not realistically hope to build the foundations of a proper city, until the beginning of the impressive Khazar hegemony. All other areas, outside of the jurisdiction for Pahlava reformed governments, will for now be able to support pastoralism.
