Playing Pontos, I've hit a snag recruiting units I expected to recruit in Kyrene. [I went out of my way to grab it early in my Ptolemaic war as a bulwark against Carthage where I could (re)train basic factional troops.] The recruitement viewer says I can recruit Pantadapoi Phalangitai there from a level 2 native MIC, but I seem unable to build a type 2 native MIC with my Type 3 govt (which is the highest level govt available).

I always had the impression that a type 1 govt let you build a type 5 native MIC, type 2 allowed level 4 native, type 3 allowed level 3 native, and and type 4 govt allowed type 2 native. But looking at the building tree (https://www.europabarbarorum.com/webfiles/buildtrees/Build_Tree_Pontos_v0.3.pdf) for Pontos, it says that the level 2/3/4 native MICS all need a type 2 government. And once I'd built the level 1 native MIC, I couldn't build any more.

Something somewhere is inconsistent. The recruitment viewer shows a unit available from a MIC that the building tree says is not allowed. Should I be able to build a level 2 native MIC with a type 3 govt? Or is the recruitment viewer showing a unit that it shouldn't? Or have I just misunderstood the whole thing?

I'd be grateful if somebody can clear it up for me.

Hmm, I've always been able to build level 2 factional with gov 4, and level 3 with gov three, so IDK...

Only faction that differs from this that I know of is the Hai since Foot's fantastic work on them.

Strange

Recruitment Viewer always shows whats in EDB, so its perfectly normal that it shows You unit that You actually cant get in game.
It is a developer tool so it represents EDB and it doesnt hide quirks like this.

Thats why in manual it is stressed to check out if You can actually build required MIC level in province in question because recruitment viewer wont tell You this.

While what You say was true on the beginning as always in EB it got more faction specific in time.
Still many factions use this pattern, but Pontos is not one of them.

Thanks for the explanation. Guess I'll build a regional MIC, and cross-check the recruitment viewer in future.

{edit} Or maybe I'll pull out and let it rebel. It's not really an asset now, and it gives me a border with Carthage that'll turn into a war. A buffer zone is probably more useful than a far-flung garrison.

Yes, Pontos is a problem in this respect: you'll have to decide in every province if you want to establish a high level governement and stick to your factional (mostly Arian) units or if you want the better Hellenic units by establishing Level III or even IV Govs.in your homeland provinces.

i am looking at the building tree now, and its a little confusing.

Which government types can build up to which MICS?
Is it linear? like, Gov1 can build max native, lvl1 regional...
Max native mic decreasing with incremental gov types
Max regional mic increasing incrementally

So, for regional MIC 4 i need gov 3, and Mic5(regional) needs Gov 4?

It used to be, but not all factions still work like that.

Yes, for Pontos the regional MICs still appear to be "reverse linear".

But the factional MICs have changed, you need govt 2 for MIC > 1. Which means Pontos can't get above level 1 factional MICs on most of the map.
