What programs do I need to open these and edit these?

.CAS you need 3DSmax which costs a lot of money! You'll also need Vercingetorix's cas import/export script.

You can import them and view using Gmax which is free (using Verc's script for that too) but it won't export in a format thats usable in the game. Search forums for answers about those programs / script, the question is very frequently asked.

.DDF ??? did you mean .dds ? If so you need dds plug-in from Nvidia installed on either photoshop, gimp (free), or a recent version of paint-shop-pro, there might be other programs but you definitely need the plug-in.
