Pahlava reformed pastoralism

I've built a Pahlava reformed governement and now i cannot recruit the old units in the old barracks. Unfortunately no new barrack are available for native units. What exactly do i need to recruit my native units in the reformed cities?

theres a building tree under "documentation" in the EB folder- find the phalava tree- it should be there.
