modding?

Hey all,

I've been asking a lot of questions lately... but I've got one more!

I can't find the modding part of the forum, where is it? (yes... noobish... I know but I just finished writing an essay and can't figure it out)

If you can answer this question for me then I won't need to post there :)

I checked out EBBS_SCRIPT.txt and found the event for Imperial Reforms, but I'd like to change the conditions, what would I have to do to reduce required provinces and maybe tweak the general requirements a bit too make it "less impossible" than it seems now?
