Does every city have a garrison in vanilla RTW? I made a vanilla Rome mod, and I upped X5 the garrisons in non roman cities. But seeing as I have no idea to place a general or family member because I don't know #### about coordinates, I need to know does every city start off with at least a minimum garrrison. Thanks!
