Does the public order effect the appearence of rebels?

Does the public order effect the appearence of rebels?:help:


example:my city got 75% public order,it won't riot,but will it cause the rebel(brigand) to appear???

Nobody knows for sure. There is a topic on it in the Ludus Magna, but there was never a solid answer. I recall that someone suggesting that unrest penalties cause brigands to appear, but it may just be the other way round.

As ludens says, there has been discussion about it but i think they came to a conclusion, being the lower your public order, the higher the chance of rebel armys appearing in your territory as seen in this thread here (https://forums.totalwar.org/vb/showthread.php?p=861958)

My guess is that the distance to your capital has something to with it.

I play with rebels/ pirates off. Change their spawn values to 9999 each in descr_start. :yes:
