Hey fellas, For 1450$ (which here equals to 483 dollars) I could buy the following computer:

Motherboard ASRock v8(I guess)
1.5 GHz AMD Sempron microprocessor
256 RAM
nVidia GeForce X5200 128 RAM
160 GB HDD
Mouse
Keyboard
CD-RW(I had it)
DVD-RW(I think it costed 250$)
Monitor(I had it)

Thats the whole pc Caius haves, and it can deal with RTW at high settings(except grass) in huge(a bit laggy sometimes). Now, I ask you, do I need to change my pc? Is it too older?

Dont know if your MB can handle this but for an extra 375-450$(depends on if you up your processor) you can change that to this

1024 mb ram ddr400
AMD athlon 64 processor 3200+ 2.00 GHZ
Nvidia 7900 gs 256mb

You still living with this 'grandpa'? Mine a bit better overall though...

Well look, this comp isnt enough for RTW. A game which is 3 years old by now. New games not compatible at all..
For ~$1500 you can buy damn good PC, + overclock and it equals ~$2500 ; but you also stated sometime ago that you spend enormous time with games, this will ..hmm... engulf you completely I'm afraid..:grin2:

So if you can handle game-addiction, you have this $1450 at hands and can spend it on whatever you want, then definitely go and buy new 'iron friend' .

This would be incompatible with the motherboard.

If you want to upgrade Caius you may as well buy a whole new machine, as by the time you've finished you'll probably only end up with the original monitor, keyboard and mouse and not a lot else.

I'd recommend reading the system guides here: http://techreport.com/articles.x/13660
Then you can pick a particular system and determine local prices in your area. Even their Econobox is far superior to your current hardware, but you have to be the judge whether the expense is justified or not. Good Luck!
