The unit card describes the Antesignani, the "Post Marian Elite Legionary Light Infantry" as wearing lighter armor. However, their armor rating is 14, making their armor better than the heavy infantry cohorts and Praetorian cohorts. (also their armor looks exactly like the Camillan Triaris except it is +2 points better)
Is their armor simply lighter and better or is this just a .81a issue?

I believe they are 'light' in the category of battlefield job, but not armor. They are a skirmisher-like unit and have the job or a 'light' unit.

Why do they have an uber (rating 14) armor stats? For a skirmishing unit, their armor is better than the Praetorians, Heavy cohorts, and Triaris. :dizzy2:

According to the "export_descr_unit" file antesignani have armour 12, not 14.
However, that is still two points more than the legionary standard (10).
And, at least according to the recruitment viewer (may it be forever blessed), antesignani "wear lighter armour", presumably lighter that the aforementioned legionary standard.
So the question still is quite valid.
