First: You activated the script? Sorry, have to ask.

Make sure you have everything, especially the L5 Regional MICs. The Kart-Hadast reform is one of the more complicated ones.

Is there a link/thread re: reforms? One of my fav factions is Kart-hadast and I've yet to play w/ the reforms. I am playing Sab'yn right now and am feeling like it is an exercise in futility. Don't get me wrong - I'm having fun, but just know that if the Grey Death doesn't get me, the Yellow Death will.
If I can learn how to activate the reforms for Kart-Hadast, then that will be my next campaign!

Do you have the type 4 Gov's in the city's only this government will give you access to the highest barracks

I believe they called Royal barracks

I just cheated to see if i'll get the reforms, i built 7 level 5 barracks in Atiqa, Lepki, Adrumentum, Kart-Hadast(dunno if it counts) Arse, Mastia and Sucum-Murgi, played a few turns and seen no signs of a reform... Now this is really upseting me becouse it's a nice campaign. I gave rome Corsica and Sardinia after they conquered sicily, so now they're faring pretty well, and waging war with epeiros, Pontos has become a powerhouse, they have conquered almost all of Asia Minor plus 4 cities in Europe, and i managed to help with a little "rebelion in cyrencia so i don't have to worry about the Ptoly wars wich are completly ahistorical.

Is there any way to trigger the reforms manually by not waiting till 200BC?

Carthage: 1

Spoiler Alert, click show to read:
-At least year 235BC
-Build at least 5 (L5 regional MIC)(royal_barracks_V1) in these cities (Lepki, Garama, Adrumeto, Kirtan, Ippone, Tuat, Siga, Lixus, Sala, Gader, Mastia, Sucum-Murgi, Baikor, Arsé, Oxtraca, Numantia, Emporion, Tyde, Pallantia, Vellika, Tolosa, Massalia, Segesta, Arretium, Ariminum, Roma, Capua, Arpi, Taras, Rhegion)
-Hold 3 of these cities (Tolosa, Massalia, Segesta, Arretium, Ariminum, Roma, Capua, Arpi, Taras, Emporion, Arse, Mastia, Gader)
OR
-Wait until 200BC

That's from the FAQ.

I think you have to read the post from @Centurio Nixalsverdrus about that FAQ very closely

I think you missed something about where you have to build those barracks and what you settlements you have to own

Atiqua and Karthago do not count but you built the highest Lvl MIC there. Did you change the government to a type 4 in these cities too? Or did you build a Factional MIC there? That doesn't count for the Reforms. You are able to build Lvl 5 Regional MICs only with a Lvl 4 government, and, as I stated, Karthago and Atiqua don't count for the Reform requirements. In what year are you?

Ohh..... so for the reforms to work you need to conquer areas which were never in Carthage's dominion? That's sounds just wrong.... So a factional level 5 MIC doesn't count? Oh christ....

Better start thinking to start a new campaign...

IMHO the reform triggers should be changed for 1.1:no:

~

The only city you need to conquer is Arsé. You can build your Lvl 5 Regional MICs in cities which are in Carthage's empire already at the start of the game. For example Adrumeto, Ippone, Lepki, Mastia and Gader. But you would have to change government to Lvl 4 (Allied State) there. This wouldn't take more than 2 turns of course. And it has to be at least 235BC.

Kart-Hadast has different government requirements for building their MICs. I believe Kart-Hadast can build a L5 Regional in a Type3 government (and maybe a Type2).

Yes i know. But i doubt that these cities were ment for one to change them to level 4 goverments.... I just think this reform is to complicated. The AI probably never gets it:no:

The reforms and governments are, AFAIK, given away to the AI by the script. Don't worry for it. ~:pat:
