I've found a great tatic I use when playing HRE. I develop and trade as normal with every one. I don't however do develop anything in Swabia and Bavaria. I sell the buildings and move out all my troops then I raise the taxes to very high. Within 1-2 turns there's a rebellion.
I then send in my good army but make sure it is less than half the size of the rebels. I beat them easily (they are just peasants anyway). My general gets the good attacker skill then. Not to mention my troops raise their valour and my generals command increases.
And then as an added side super bonus I get the money from the confiscated lands.

This however only works early-high in the game. Eventually the rebellions become more powerful and actual causalties are taken on my side.

Defeinatly good for making your crappy always drunk heir a good soldier and general.

I was doing this with Wales when i played as English...
after a few such rebellions were crushed the welsh wouldn't come out to play anymore...

maybe i shouldn't have kept executing all the rebels?

That happens after a while, i would switch back and forth between swabia and bavaria with a single army. That way there was usually a rebellion the next turn.

When the rebellions stop comeing just keep the taxes jacked up and wait they'll rebel eventually.

Do inquisters incite rebellion when they go insane? If they do this could be another good way to incite rebellions.

Now if only I could get spies to put themselves in hate me mode.
