type 2 government, no troops

Hey guys, i don't have the money to experiment too much in the campaign, but i noticed something strange, and was just wondering if it was intentional. I am Carthage and have conquered Salamis, and the city just across from it to the right. I can build type 2 government, but i can't build any facitonal troops all the way up to either small or large barracks. Makes it kind of hard to get reinforcements going, so, is this meant to be like that? If so, whats the earliest i can get troops going?

Download the recruitment viewer. It's available on the EB-Homepage. On Kypros (Salamis) you can only recruit some greek levies as qart-hadast.
