Do watchtowers stop rebellions?
And if not is there any buildings that do?

I have Probably in excess of 10000 Peasants Garrisoning Provinces behind the lines to prevent revolts and would like these disbanded as their upkeeps crippling me.

i believe they help, yes. could be wrong.

get a bunch of spies, preachers, etc. build churches (if you're a western faction), town militia buildings. lower taxes.

Watch towers and guard posts increase loyalty, which decreases the chance of revolts. They can also catch enemy spies, who would lower loyalty if not caught.

Religious buildings (churches, monasteries etc.) can increase the loyalty of the population too.
