Missing recruitment building

In my current Romani campaign and in previous one I found that I can't build the recruitment building responsible for legionaries (the red-roofed one) in my newly conquered homeland provinces.

I have established a "Homeland" goverment and destroyed pre-existing recruitment buildings.

What is wrong?
