You need to go to export_descr_buildings.txt and give the core buildings (governor residences) pop growth penalties. That's the simplest way afaik.

Just add to each core buildings capability section aline like this:

population_growth_bonus bonus -2
The number can be changed to suit your needs. A negative pop growth penalty can only subtract from an existing pop growth bonus, so even if you have 10% bonuses and 80% penalties, yo will just get 0% growth, which is the minimum you'll ever get, no matter what the icons on the settlement details scroll indicate.

:dizzy2: Wow, wow, wow, weird...I was about to ask the SAME question after I was done helping someone else...wow...

EDIT: I took out my "thanks", sorry...but I was so excited and "wowed" as you can see that I only glanced at the info...

What i'm looking for (and I think Haedar is too) is how to increase the needed population to advance in settlement size. For example, instead of a measily 24,000 population for the highest population, what if the highest settlement size is maybe 350,000? Sure it would take a little longer but I don't like the idea of my Empire having a total population of 1 million when in actuality Rome had 1 million alone.

Also, if this is possible (which I think it is), how would one counter squalor and garrison bonuses? If the population of the settlement is 10x as much as previous populations, how can I increase Garrison Bonuses to 10x, and make it so squalor doesn't get 80% at the low 20,000's.

Thanks in advance, hope I asked the same question you wanted Haedar.

if the "impression" of large populations is so important to you why do you go around it the hard way ...

when you want to up populations (wich isnt possible btw, so forget about it) you'd also have to retweak the entire population-growth system/(un)balance, so why not alter the ui and just push a few "dummy zero's" behind where the population shows, wich effectivly still is 24.000 civies for huge_city, though it would than say 24.000.000, where you've added ".000" to the ui-files ...
(not sure how far its possible, though I guess with a big enough desire to pull it off it is doable)

well several textures are used to display what you see in game, find the one thats used as background for when viewing settlement-detail and find out where on that texture the settlement-population is displayed and than behind that place the text/numbers ".000" (without the "") wich would than show a population of "population*1000" but is only a visual thing ...

I'm not even sure it can be done, just pointing out to whoever finds it interesting enough to invest the time that there "may" be a method ... but its up to the .. er .. interested ones to find out about the details and wether it actually is possible or not as I personally have no interest in a town with a population-level of 2-million ;)
