Help with Pahlava Reformed Government

I was wondering if anyone has been able to build Pahlava Reformed Governments, as I have it impossible. I've looked at the building tree, and I appear to have satisfied all requirements in several cities, although I have never been able to construct the Settled Aristocracy building. Is this needed? If so, how can I build it? I have just about every building in available in Persepolis, and yet am unable to construct the Reformed Government building. Any ideas? Thanks.
