Where does the non-taxed population stand now? Until a few days ago, you probably could have argued that it had stopped growing or even shrunk a bit, thanks to job growth and rising incomes. But then came the stimulus package. Details aren't final, but if the plan passes in the form described last week, it could at least temporarily push the U.S. toward a dubious tax-policy milestone — where no more than half of the nation pays all its federal income tax.
