With catholics a low piety general will be easier for an inquisitor to take out, and also be more liekly to loot on a crusade. Whereas a high piety will be better for recruiting troops on crusades.

But,

What relevance does piety have for the Orthodox factions, and to some extent, the Muslim factions?

Piety ties in with the religion of the population, when it comes to governors. Put in a low-piety governor, and it'll lower the loyalty of the province. If the governor has a high dread, as well, it'll raise the loyalty.

Actually, piety is a bit more complicated than that. It all depends on the zeal of a province (at least in my experiance). You should compare the province head's piety with the provinces zeal, if they are dissimilar it is bad for loyalty. A bunch of peasants who couldn't care less about religeon aren't going to give a flyin' crap if thier general is on his knees all the time.

But what about non-catholic factions? I know, playing as the Byzantines, there's nothing I can do to raise the zeal of a province. That's the job of inquisitors.

As orthodox, you will probably get low piety generals as well, since they are trained in low zeal provinces, so that's not a problem. The issue arises only if there is a discrepancy between governor's piety and province's zeal.

edit: As Muslim, you can use the zeal for Jihads. Use imams to raise it.
