If I received the 'a chance for power' message, is there any disadvantage to delaying my attacks, possibly for tens of turns?

nope it is up to you to srike now or you can wait for another faction to get outlawed. Your choice.

In my opinion, yes, but only if you used those turns well. Wrap up any minor theatres, start to bring back your veterans from your overseas campaigns, and keep enlisting new units as you do that. Basically, build up for the most epic war you'll ever fight.

True, but what if you popularity with the People fall below eight shields? Can you still initiate the civil war, or do you have to raise it up to at least eight again?

I've found that if I ignore the civil war for a while, I keep getting the messages saying "A Chance For Power" every so often.

What factors decide the timing of 'a chance for power'?

Last time, on Hard, I had 33 provinces when I got it.

This time, on Very Hard, just got it with 29 provinces.

It's usually eight or more shields of people popularity which trigger the message and allow you as the player to begin the civil war. The same also applies to the other Romans, with the exception of the SPQR, so often you ought to be weary if those factions seem to be wildly popular with the masses.

I've never seen AI starting war (hence collecting 8 shields), they are too stupid for that obviously ;)
If you 'll drop to 7 shields after receiving this message obviously you cant start war..
Requirements for this 8 sh. are highly overrated, instead of gaul for example you need to take also spain, britain and germany!
Various traits gives very little advantage..
