The settlements of other factions (and rebel cities) are flashing with a white marker.
What does it mean/what happened?

it's seems you pressed the question mark when you asked what are the victory condition's for your faction
You probably pressed the "?" button in the factiob display and the towns are the ones that you need to conquer or to raid to obtain VC
