I have, as the KH. After taking only the VC´s which included Sicily I managed to make peace with the Karthies, and even beceom their ally. Many years later when they had taken all of Iberia apart form my two cities on the coast, I approached them to try and make them attack the Aedui, fearing that they might otherwise finally betray me. Incredibly, they made a counter-offer in which they offered to gift me a few thousand Mnai.
After that, every time I made any kind of offer at all they gifted me more Mnai, for no good reason at all. And no, I wasn´t playing on Easy, but on H.

I have a "problem" now. It would seem that I get 10000 mnai from the diplomacy/tribute category every turn. And it wasn't regular tribute, they just offered it this one time as a gift.

In my recently victorious Hai campaign, Saba decided to gift me 10,769 Mnai out of the blue. That was after I had given them trade-rights, and then broken that treaty for allying with 2 enemy factions (Ptolemaioi and Koinon Hellenon).
Somehow they had the courageous (but stupid) idea to attack Bostra 3 or 4 turns later, which was a well protected city as I controlled the whole Levant, and had taken over the entire Arche Seleukeia to boot.

Usually I trade map info and trade rights in a diplomatic blitzkrieg map-wide in beginning game. After that, exchanging map info is always difficult. I try for the straight map for map exchange, but it rarely works. Occasionally (insert faction's name here)'s diplomat will offer me 500 or so mnai in exchange for my map information and that is as far as it goes. Mid game on the AI never seems to want to exchange map info.
As for massive amounts of mnai offered by the AI, I have NOT had that happen.

Never has this happened to me. I've never seen any faction try to gift me money except in Medieval II: Total War, and that was when my relations with the other nation was as almost as perfect as it gets.
As somebody said above me, I like to do the mapwide trade rights and map trading blitzkrieg right away. It's much easier to get alliances, map info, and trade rights when it's on medium campaign difficulty. Basically everybody agrees unless you have an alliance with one of their enemies already. But even then, it's easy to swap map info and trade rights. On the other hand, on very hard campaign difficulty. It's easy for smaller factions to swap map info, but it just about never happens for cheap when doing it to big factions like the Seleukids. And alliances are scarce indeed.

It happens because the AI wants to expand by attacking other factions, but as he fears the human player may attack, he offers gifts. As the Romani, I decided to aid the Arverni, which where and still are my allies. I needed to secure my borders, so I marched in Gaul. Capturing Gergovia and Tolosa, I give them to my allies, but the Aedui captured them again with Venettia, leaving the Arverni with only Tolosa. The Arverni then became a client kingdom of the Aedui, and as I feared an invasion I moved a legion to Massilia. It was here that a diplomat offered me money saying " enough with the bloodshed among our people" or something like that. For over 17 years now we have been at peace, but the hated Aedui attacked my other ally, the Lusotanni.

Best gift the greeks ever gave me was marching most (all but 1) of the garrison out of town to attack my fullstack standing on my side of our mutual border (we were allied).
I was, of course, on the verge of backstabbing them (next turn), so it was nice of them to remove the defenders for me!
Epiros and KH both did this for me (I was Getai) ~20 turns apart.

I just found it amusing they were both polite enough to wait till I was ready for the war to begin before moving on me.

I had that happen in my Baktrian campaign. Twice. The Romans gave me 5000 mnai for no reason at all. And when I asked for Hayasdan's maps they counter-offered with their map and about 5000 mnai.
