What are these thread ratings. I've noticed a few along my browsing and it says thread rating 1 vote 1.0000

Thread ratings are mainly used as methods of marking up threads which the CA have posted in - marking a thread as "Terrible" (not quite sure why it's terrible) activates the CA marker to the right of the threads details on the forum's homepage.
Other moderators use them for marking out/attracting user attention to certain threads. The "Hail New Members Thread" is a prime example of were this function is used for highlighting reasons. As before, the relevant icon appears to the right of the thread in question on the forum home.

Moderators simply select their choice, and choose to vote. Hovering over the icons shows the rating overall - 5.000 represents the highest level (Excellent), while 1.000 represents the lower level. If multiple moderators rate a thread, then the rating figure is averaged out.
Obviously members cannot be allowed to give threads CA markers, so the function is disabled for them.

It's simply that the thread rating isn't used at all, we just needed something to tag CA threads. The comments are a leftover from the vanilla settings.
