Removing Sacking/leave settlement options?

I am nearly done with my mini-mod for EB which allows all factions to remain alive after their cities are taken. The main hurdles ive run into are the Sacking option, and the "leave settlement" option.

In EB, there is a completley differnet strat_page03, which must be edited to allow the symbol to leave a settlement. How would I go about getting rid of this necessity? I mean, how would I be able to have hordeing without the option to leave the last settlment? Since I cannot use the strat3.rsd file from BI (since I think EB uses their own strat3.rsd, unless im mistaken), it would be much easier if I could just remove this option all-togehter.

Second, the sacking option. How do you make it so that when a "horde" nation takes another settlement, there is no option to sack said settlement? I run into many CTD's because of this option.

Lastly (I guess), how would I make it so when a horde nation takes one settlement, it settles down? Instead of three? Would I just edit how many units are disbanded when a settlement is taken?
