Faction banners

How do I make faction banners textures from scratch? Right now I use the blank white routing banner as a base in photoshop and then overlay it with a semitransparent fill color layer, but it just looks like kind of shtty. Anyone have any advise on how I can make them look better?

Anyway, if you want to overlay something with a texture layer try doing it the other way around. Put a solid colour as the bottom layer, then the one with texture (fold pattern etc.) above it - don't necessarily make the texture layer transparent but play around with the blend type in the drop down selection box. Instead of normal try soft light or hard light....
