Oh dear: Another reform question...

Winter 238. I had taken Segesta, Bononia and Patavium by 242. Script activated, at every load. Only strange thing: I had peace with the Qarthadastim until last year (239). I patiently waited for them to attack Messana. Still: No Polybian reforms. Any ideas?

You also have to have 2 out of 3 of the following:
Messana, Syrakousai, Lilybeo.

Mhm... After double-checking in the FAQ, I see that you're probably right. Somehow I had the impression that it was two cities in the north OR two cities in Sicily. Well then; off to fight the Qarthadastim.
