Yesterday I noticed a bug that when the player is Saka (and probably the other nomads), the potential government markers are not placed. This is because they rely on resources instead of these markers, but it still means that only the palace building allows recruitment of the apeleutheroi. When that is damaged, no units are available and the game is liable to crash when a city rebels under these conditions.
I suggest you take a look and see if you can "fix" any rebellions happening. Thank you for your report.

None of my settlements have any rebellions about to occur, and even if there were, any cities that have the potential to rebel have recruitment options in place. If there is a rebellion about to occur, it is on the part of the AS. I appreciate your quick response, and will try this. How would I be able to "fix" a rebellion in another faction?

I saw that Arche Seleukeia has Zadrakata rioting. None of their other cities appear to be rioting nor have any real potential of revolting.
To fix it, you would probably have to use cheats. Get rid of population using the add_population cheat, and put in extra garrison using the create_unit cheat.
Though, even though I'm pretty sure I got Zadrakata's loyalty really high, the game still crashed.
To check for rioting, just click on a city and see if it has that pitchfork icon in the lower right.
Anyways, that was my only plan. Now I have no clue why the CTD is happening.

yeah, I just tried something similar. I FD'd Zadrakata to me, lowered taxes. was going to repair their palace for them and give the city back, but no dice. Game still crashed.

Thank you all for your help. I've managed to get past the crash by reloading an earlier save and going about my attacks slightly differently (I took Zadrakata before taking Susa to stifle any possible AS rebellion and it worked). Now that I know about the "no Gov't markers placed with Nomads" thing I will keep a more careful watch on AI rebellions from now on.
