Editing Contoled land Question

If I want to change from Rome starting out with 22 instead of 5 provinces where would I go in the data folder?

Also, am I able to edit myself like there's a list of provinces and just change who controls it? Tips would help at this point

You need to go to data/world/maps/campaign/imperial_campaign/descr_strat (assuming you're modding vanilla RTW)

There, below the "Options" and "Resources" section you'll find a list with all factions (search for "denari"), their starting treasury, their settlements and the settlement details, armies, characters etc. To change a region's owner you oughly have to do this:
a) cut/paste a settlements entry from settlement list of the faction that controlled it to the list of regions of the new owner
b) move the settlement's previous garisson to a new location
c) *Optional* put a new garisson (belonging to the new faction) into the settlement.
