Governamental resources (Cultural penalty)

I'm not sure if this issue has ever been risen before but, is it possible that this special resources (the ones which set the limit for your MIC level) carry a cultural penalty with them?

I'm currently playing with Arche Seleukeia and I just conquered Nisa, however the resource "Subjugation Only" has a "(Eastern)" tag after it, which implies, I believe, that there's a cultural incompatibility between my current culture and theirs, am I right?

Another issue I've is with my original cities, the ones I owe without conquering, like Babylon, Arbeia or Karkatiokherka (spelling), they also have cultural penalties even though they're fully converted to my culture from the begining, I assume that this is because of the wonders this settlements posses. But if this is true isn't it a little bit exagerated (the cultural penalty given by the wonder), for example the Persian Royal Road passes through Karkatiokherka and just for that it suffers about % 20 cultural penalty.

Anyway, just to save you guys some time I'll only like to know if this moddable in any way. Am I assuming right that the culture of a certain edifice is determined by a string in that file "export_descr_buildings.txt" and that, therefore, the actual cultural penalty pertaining to each building is hardcoded?

A building will have the culture of the faction that owns the settlement when the game starts, therefore wonders like the Persian Royal Road, which AS starts with, don't actually cause them a cultural penalty.

It is known that government and reform makers cause cultural penalties, but they are very small. If you upgrade the town and all of the other buildings, the penalty should actually round down to 0%. Besides, it makes since that a conquered region would have a permanent cultural difference. It is impossible to completely convert a conquered people to your way of though no matter the number of years.

Then how can I've a cultural penalty on those settlements I mentioned? Karkathiokerka for example it's completly converted, it's homeland and it starts being yours, the only explanation I could find for the existence of a cultural penalty in there is the Persian Royal Road.

I seem to have a permenant unrest of 15-45% in most conquered territories also. Adding the culture penalty of things such as this seems to be in effect beating me over the head with the same stick - twice?

Clearly assimiliating a culture to your own is a complex and lengthy affair, but history has shown that it is eventually possible in certain cases.

I build up very slowly so that penalty is minimized.
Type IV to start with and destroy after the first generation ie 25 to 30 yeras later. Kick out the client ruler...
Followed up by type III, after another 30 years; typ II and only type I for homeland provincies after another 30 years.

Sorry for bumping this again, but either this has been answered before (for my specific case), or there isn't an answer, which will be awkward. If there's already an answer to this specific question: "Why do my original settlements have a cultural penalty despite being completly converted?" (I only tested with Arche Seleukeia), as an example I put the settlement "Karkathiokerka", so if there's an answer can anyone please tell me where? Thanks.

I do the same; the only buildings I ever destroy are barracks, everything else I build over. I have sometimes been tempted to destroy temples when they're rubbish stuff like war.

I would be interested to hear what settings you play on. In my current VH/H Romani campaign - clean EB, no changes at all - I have not initiated or even provoked any wars, or but at one point was under attack from KH, Qarthadast, Aedui, Averni, Getai, Makedon, Pontus and Epiros all at the same time. Yes, really.

The only way to win was to destroy them all utterly (or at least go after one of them at a time - but quickly). How do you have the time to do all this slow building up without being overwhelmed?
