Point of clarification - Carthage reforms

First of all, have to say thanks to the EB team. EB 1.0 was so awesome I didn't think it was possible to improve on it, but 1.1 is even better! Back to topic, I had a minor question about the Carthage reforms. I tried a search but couldn't turn up anything. In the FAQ it says I need to build five "(L5 regional MIC)(royal_barracks_V1)" in several different cities. Does this mean build a level 5 regional MIC and a level 5 factional MIC in these cities? Or are the two names in parens actually the same building? Thanks for the help.

You need L5 Regional MICs in five of those specific cities, that is all.

And at least 235 b.c.
