Hello Titan-Slayer, welcome to the forums ~:wave:
Rome: Total War, and BI, are both limited to twenty one factions (including the rebels). There is no way of adding new factions beyond the ones which already exist in the game - sorry ~:(
There is, however, this mod which unlocks currently non-playable factions. Hopefully it will provide an alternative to what you are looking for.
