Im trying to get the rebel campaign to work more effectivly for me, but 90% of my settlements are unable to build any troops at all and some others can only build boats or agents. Does anyone have any idea what i should do to make troops build, ive got a few ideas i still need to try but if anyone know what will work it will save me a lot of time, and then i could play the campaign without cheating badly to stand a chance lol.
