Are you only allowed to have 20 non-rebel factions in one campaign, or in the game at all?
For example, could I make a new faction (without deleting any others), but have them only be in a provincial campaign, and not the imperial campaign?

Im pretty sure that it is the game. If they use the same textual meat outside of the campaign folders, that I believe that you could have the 20 per campaign, as they will not dwell upon factions that are nonexistant in that campaign, and the hard codd limit is bypassed.
Unfortunately, this is just speculation...
