Having mostly played the Romanii I'm quite keen to play the Phalava, Saka or Saramatae. Having started a couple of taster campaigns I'm happy with HA et al but I'm a little confused about nomad govt progession mainly between actual nomadic and settled provinces.
Any advise or where best to look?

For Saka, it is simple: build Karse(migration), then choose between Nomadism (good caravans, all horse archers, no roads, no farming, no walls) and Pastoralism (good markets, basic roads, basic farming, basic walls, noble HA and some factional infantry units).
For allied government you need the reforms, Alasta Inatastai (indigenous settlements) and a province without nomadism or mixed hidden resources.
