I saw once a thread about what MIC levels to build in which city for a historial type Roman empire, anyone have that link by chance?

You mean Konny's Roman Recruitment guide? You can also find out for yourself by using the recruitment viewer (RV) inside your EB installation folder.

can we get the full stats of units from the RV? how do you do it? i have the latest version

You can get the full stats of units in EDU.

The latest RV does not include the unit cards. You can get the unit cards of the old EB1.0 RV that can be downloaded from the EB website (just move them from the folder in the old RV into the corresponding folder in the new one), but these are not up to date.
