In my current Romani Campaign Arretium has no Gov and when i try to create one i can't choose gov1.

Which ones can you choose? Which version do you have? Have you modded EB or installed any submods? In my installation I can choose gov1.
I suspect this is to simulate the fact that Arminium was yet to be founded in 272 B.C.
That's what I thought he meant at first, but he's actually talking about Arretium.
Well... i mean the city on the left.
I have only the Pack3 submod installed. I play ALX.exe and i can choose govtypes II, III and IV if that helpes
Then obviously the submod isn't properly updated to 1.2.
