Mod Questions (Plus lots of yapping)

Yeah, I'm back to playing M2TW. Have been playing around with several mods, but for some reason (it's a personality trait) they bore me, so I decided to play around with an attempt to get a mod started.

I'm thinking of creating a 'fantasy' mod on a large map with several small kingdoms as vassal, to two or three large empires. These large empires start at war with each other (and if I can figure out how, with quite some hate as well so there will be no peace between them)

Leading towards the actual questions, one of the Empires I have in mind will be consisting mainly of foot soldiers, the other mainly of mounted (and I'm thinking that the third should be an economic naval power of sorts). Another thing I'm looking to implement is to make units available depending on the region they are recruited from, with just a few deviations for the vassals to make them interesting enough.

Anyways without much further ado, here are my two questions:

How would I create foot soldier generals ?

And secondly, how to create units that work similarly to the roman legionnaire, as in, they throw a spear, then charge ?
