I believe only staff members can rate threads, yes. (Possibly senior members as well? I don't think so, but I honestly can't remember.)
Staff and CA members when they post in a thread, I believe its automated to give it a 1 star rating, which is the CA shield symbol.
It's not automated, at least not for me. If someone from CA posts in a thread, I have to manually rate it with the CA shield.
I always wondered why a couple of threads had a few stars but no others did. And now I know :beam:

I also wondered who was responsible for the little CA shield, it's a badge that shows a thread is truly going places (sometimes anyway).

I won't speak for the rest of the staff, but when I rate a thread, it's because I think it's particularly interesting, useful, entertaining, etc. I don't necessarily rate a thread because I "like" it per se, but because I feel it's worthy of particular attention for one reason or another. ~:)
