No, it is not okay under Program Files. It is okay anywhere else than Program Files. For instance, C:\Rome_EB. Note that you need to have RTW 1.5 installed there first.

We don't know what operating system Master Chief here uses, so you can't just tell him he shouldn't install in Program Files.

We recommend installing outside of Program Files regardless of any circumstances, because we don't want to have to explain the difference of OS's and settings to people who don't know computers and therefore will be confused by it, which is exactly the people who ask why it can't be under Program Files.
