Anyone got a clue about when/how/why the AI goes after rebels? I've seen the AI ignore brigands parked outside their capital for years... and I've had an enemy stack on my territory weaken itself by dealing with a large rebel army.
Ideas, observations, data?
I'm sure research says that the AI is programmed to go chasing after rebel regions before it starts combating other "real" factions (see here). I don't think brigands and the such like come under that banner which is probably why they don't always immediately chase after them. The research does say that the AI usually only targets rebels first, however, so I'm not totally sure whether it remains consistent throughout the game.
