A short question

If you play the Romani you can upgrade your level 5 Mic if you triggered the Polybian reforms a second time. How did the EB team did that? Adding a sixth level or something like that?
Actual my question is, would it be possible to use that to upgrade a huge city palace a second time, or in other words to change the culture of a huge city?

I know that there are hardcoded limits and that this question, changing cultures of huge citys, was answered over and over with "no". I only want to make sure whether this would work or not.

The tope tier Camilian MIC and the top tier Polybian MIC are two different buildings. The building tree works like this:

New buildings cannot be added to the core structure building tier because of hardcoding. Nor can you go backwards or upgrade to the same building you currently have.
