The formation button is the only way to fight the naval buttons. I haven't lost since i started using it, I hadn't won at all before finding it
I have used the broadside button for a few... choice shots, but otherwise let the ships captains do the work.
I have even managed to win as the french in the ... mmm can't remember the name.... other naval secenario that the modders have teased form the demo.
It isn’t exactly normal fire. They are aimed shots. (fire as you bare) that is why they fire at greater angles. For a rake they should all be pointed inward toward the ship, but we are not given the option.
A full broadside will do more damage if it is properly aligned and at close range. The system is not perfect. It is much more forgiving than RL and takes much less of a learning curve or micro management.
I understand why they did it this way…we have to live with it and it is easy to win once you see how it is all operating. All you need to do is watch the wind and turn your ships to maximize fire on the enemy.

What I have not found, and it would be very useful, is how to execute a turn about. This would turn the ships all at the same time and reverse the order with the last ship leading. It presents the other side of the ships to the enemy as you pass the same way you came.
It may be in there. I just have not found it yet.
Also someone said that you couldn’t give orders while paused. This is not true. However, you must use the pause in the lower left corner to do this as it does not work when you use the escape key.
Also "P" or the pause button on your keyboard.
