The manual says that the citadel series of structures tops out when the population reaches 9k. However I've built up to that point and if I cursor over the population figure I get the message that the next level is 18k. Is this a misprint in the manual?
No, its the same for cities. This is the arbitrary cap on population and is a hidden variable used to track how much squalor there will be at certain population levels and the growth rate in general.
So, this means that cities will not go past 48000 and citadels past 18000??

Well I got the citadel in Algiers up to a population of 18,800+, so it is not a "cap". Nothing extra was gained in the citadel and no new super citadel was waiting to be constructed. The manual is correct and its apparently just a curiosity.
I didn't claim your pop can't grow beyond that number, just that all the variables are geared towards that cap (i.e. no more squalor past that point (80%) for instance.
